morning. we'll see low clouds as well and the clouds will increase into the course of the day. yesterday, we reached 44 degrees at reagan national airport. 40 at dulles. the same at bwi thurgood marshall and this hour, we are heading right through into those numbers. it is currently 44 at reagan national airport. 39 at dulles and 38 at bwi thurgood marshall. today, we've got some sunshine for you but we are starting off the morning with some fog. so be prepared. definitely going to impact your commute in some of our neighborhoods. by midday, we'll be about 48 degrees. we are headed anywhere between the low to mid-50s today. it will be a little cooler to areas in through north central maryland and north towards baltimore. we'll probably hit into the upper 40s. for the city, i expect us to be about 53 degrees. >> wow, low to mid-50s. that means we're getting close to 60. >> got to love that. >> it's coming. >> you know what else is coming, julie wright. i was going to say you

don't take the heat. you bring the heat, girl. >> okay. >> 66 eastbound coming from from manassas still an easy drive. no problems to report leaving manassas headed inbound towards fair oaks and out towards 123. you will find your lanes are open on the beltway where we had overnight construction near arlington boulevard and again near rou 7. all of that has cleared. no problems to report now northbound on 395 and 95 as you travel from the occoquan headed out to the pentagon. lanes are open and traffic running smoothly each way. north of town, all lanes are open between college park and bethesda. that's a check of your fox 5 on-time traffic. e traffic. >> thank you. our big story we are following this morning, a bipartisan deal for our nation's immigration reform. >> just one day after a joint deal was announced by lawmakers, president obama is heading to nevada to announce

his plan. melanie a.-- alnwick has that story. >> the president's trip to vegas is to unveil his plan for immigration reform. eight senators, four republicans, four democrats, released framework monday which they call a tough but fair route to citizenship for more than 11 million people living here illegally. it allows more temporary workers to stay, increases border security and cracks down on employers who hire illegals. green cards could be awarded to immigrants who obtain certain advanced degree from american university. people here illegally would have to pass background checks and pay fines and taxes and then apply behind those who are already in line for a green card. these aren't new ideas. a bipartisan effort led by senators mccain and kennedy in 2007 failed but the stakes are different this year. >> for the first time ever, there is more political risk in opposing immigration reform than in supporting it.

we believe we have a window of opportunity to act but we will only succeed in the effort is bipartisan. >> let's create a system to bring them forward. allow them to settle their debt to society and foul fill the necessary requirements to become law abiding citizens of this country. this is consistent with our country's tradition of being a nation of laws and a nation of immigrants. >> it would require that increased security measures are complete first before any of the pathways to citizenship are open. a bigger hurdle is in the republican-controlled house but the pressure is on. in the 2012 election, 71% of latinos voted for president obama. obama. >> all right. thank you. president obama's pressure on lawmakers to create comprehensive gun control reform continues. yesterday, he met with law enforcement at the white house including police chiefs and sheriffs from communities

directly impacted by gun violence. many of them voiced their support for tightened back drowned checks and improvements to the mental health system. th our top stories this morning, d.c. mayor vincent gray will announce the results of d.c.'s 2012 fiscal year later on this morning. at announcement is expected to reveal a more than $400 million surplus for the city. mayor gray has hinted that he would put the large surplus into the city's reserve fund. other d.c. lawmakers believe the extra cash should be used to help fund social services in the area. coming up in just a few minutes, find out where d.c. residents think that cash should be used. the fate of a former cull ander police officer charged with murder is now in the hands ever the jury. daniel harmon wright responded. he said he tried to question patricia cook while she was sitting in her car but she

rolled up the window trapping his and and he shot her seven times. new this morning, a soldier who received a double arm transplant will share his story later this morning in a news conference at johns hopkins hospital. 26-year-old brendan morocco lost his arms and legs in a roadside bombing in iraq in 2009. last month, he received the hospital's first double arm transplant and is undergoing a new treatment meant to prevent rejection of his new limbs. we'll bring you much more on this incredible story later on today on fox 5 news. we just told you about d.c.'s budget surplus. now the big question is what will happen with all that extra money. >> the latest on the search fay new york city woman who disappeared on a trip to turkey. fox 5 morning news will be back in a moment. -- the latest on the search for

a confirmation hearing for chuck hagel to be the next secretary of defendant is set for thursday. republicans are criticizing president obama's choice saying

hagel would push for defense cuts. but an associated press review of hagel's record has found the claims to be overblown. democrats are rallying around hagel and they have a majority of votes to confirm him. there is a search under way for a missing american f-16 fighter jet that went missing offer coast of its lai. search and rescue team is combing through the area around the aviano air base after the jet went down during a training mission yesterday afternoon. the air force lost contact with it after two other planes returned to base safely. bad weather was reported in the area. area. a developing story of a woman missing in turkey after traveling there alone. she was scheduled to return from istanbul on january 21st. she never made it to her flight and no one has heard from her since. police say they have found her passport and medical information and are looking at security camera footage from the area where she stayed. the 33-year-old mother of two

national airport. 48 at fredericksburg. we have a mild day coming our way. 46 at hagerstown. look at martinsburg at 50. 52 at winchester. 36 at gaithersburg and that is the same at baltimore. so wow, what a variance we have. up and down the mid-atlantic, pretty much the same story except a lot colder for boston at 27. only 39 at new york city but 4 at raleigh. a little influx of warmer air heading our way. we have a mild southerly flow kicking in. we'll see our temperatures rise today anywhere from the low to mid-50s pretty much. 60s will be kicking in as we head through into tomorrow. we're also keeping an eye on. this very strong cold front becomes our weather maker as we head through into the 24 hour period. we are talking a chance of some thunderstorms on wednesday even though we'll see a much warmer day. cooler air behind that front and we'll be back to reality in

the thursday-friday period. 53degrees for today though. we'll see partly sunny skies for most of the day. in the evening hours, we'll seat clouds increasing and overnight tonight, we'll end up seeing a chance of some drizzle and possibly some light rainfall. that is all ahead of that system. that strong cold front coming through that will set us up identify chance of some thunderstorms on wednesday. but take a look. 65degrees, folks. are you ready for that? we'll have a very, very warm day but we'll have to deal with a slight risk of severe weather to the south and to the west of us. as far as the rest of the week is concerned, a chance as we move through into thursday night and friday of seeing a few isolated snow showers. we are back to dry conditions and the temperatures go right back to reality. we are into the 30s as we head through into the end of the week. enjoy today and tomorrow temperature-ayes 65 to 30. that is pneumonia weather. all right. we're looking at 395 coming

across the 14th street bridge, the leap are open. traffic is flowing freely with no issues reported. southbound along 270, still an easy drive coming in out of hyattstown. a consider struck a deer southbound on 295 approaching 32. -- a car struck a deer. no issues reported here. route 5, 301 nice and quiet right now headed out to the capital beltway. all of your lanes are open across the american legion bridge. traffic flowing freely between tyson's and 270. no issues reported on the top stretch of the beltway between college park and bethesda. that's a check of your fox 5 on-time traffic. traffic. later on this morning, d.c. mayor vincent gray is set to announce big news not district. a more than $4 manhunt million budget surplus. that is some good news. now, the big question is where will all that money go? fox 5's matt ackland has more on that. >> reporter: mayor gray is expected to announce tuesday

where all this extra cash came from. an insider says it is over $400 million. so what you do with all of that extra money. >> you give it to people that really need it. >> reporter: calvin mcintosh and many others believe social services should benefit from the surplus. >> we don't think the city needs to save every money. >> reporter: jenny reed at the d.c. fiscal policy institute says leaders should focus the extra cash on those who need it most. the district is growing but affordable housing is a big issue. >> there are a lot of our residents that are still struggling. it is important that we use some of the additional resources that d.c. is getting to make some of those investments in programs that will really help everybody succeed. >> reporter: but councilmember jack evans says save the extra cash. the$4 manhunt million would bring the overall in the bank savings account for d.c. to $1.6 billion.

>> it gives us two months ever expenditures in the bank and that is what wall street looks at when they're determining their ratings. >> reporter: the mayor is likely to side with councilmember evans. one reason is the possible cutbacks in government spenting on capitol hill. with f. that happens, the extra cash will be needed. >> it would be the responsible thing to do. >> reporter: things could get much better when it comes to the district's finances in the future. tax revenue is expected to go up. some estimate as much as $200 million. in the newsroom, matt ackland, fox 5 news. >> that is a great problem to have, just figuring out what to do with the extra money. >> i want to know how many other cities wish they could be in the same spot because a lot of them are not right now. coming up next, what one cool is take ago way from bathrooms that has parents outraged. >> also ahead, no tax breaks for trump. the businessman is redeveloping a piece of d.c. history buts that to get it done without

westminster dog show this year. treeing walker coonhounds and russell terriers are now recognized by the american kennel club. the honor allows them to compete for the coveted best in show title. that brings the total number of breeds that can participate in the show to 187. the 137th annual westminster kennel club dog show begins on february 11th in new york. >> good to see those little guys get included now. it's the harder to take a bathroom break at one pennsylvania school. principal is making boys sign out the toilet paper. >> we take a look at what is behind this big controversy. >> reporter: this is what is causing big controversy at menoy area high school actually roll of toilet paper used to cleaning i'm mess is actually the cause of quite a mess. >> i think it is as far as can you possibly take it as far as the toilet paper. it doesn't make much sense to me. >> reporter: matthew is a freshman at the school where

administrators removed toilet paper from one of three boy's bath yooms they are doing it because damage was done with toilet paper being shoved down and flushed. >> reporter: administrators say the kids were streaming toilet paper all over the floor and even urinating on the floor. the principal temporarily closed that one bathroom and boys have to sign out a roll of toilet paper at the front office if they want to use that bathroom. embarrassing, says math just everybody knows what is going on. >> reporter: matthew's mom went to a meeting appalled by the procedure that the principal put in place. >> i thought are you kidding me. that's crazy. why don't they hold the parents responsible for the children who did the vandalism. rotor print pal says this has been an ongoing problem at the school off and on for two years. he says the vandals continue using a less than a dollar price item to cost the school thousands of dollars. >> they're intelligent people.

39 at dulles and 38 at bwi thurgood marshall. i want to tell you that some of our neighborhoods are already seeing temperatures in the upper 40s and low 50s right now. that is an indication of where we're headed. we've got some fog to start this morning but a rise in our temperature is what we'll be looking forward to. it will be a mild day. by midday, expected to be 48 degrees and our daytime high is expected to be about 53 degrees. a southerly wind flow that will kick in, very light from 5 to 10 mirpdz. we are talking some warmer conditions. it will be pretty nice. take a look at these numbers. i just want to show you because if you take a look, you can see some upper 40s there on our map. what we do have is a strong cold front coming through when we move flu into wednesday. we are talking some thunderstorms and yes, the gusty winds for tomorrow. we'll be into the low 60s. >> that says 52347 chicago right now? this is crazy weather. -- that says 57 in chicago

right now? this is crazy weather. >> i'll be out there tomorrow not only trying to get it, keep it, catch it. >> but it will be raining and windy. >> oh, okay. >> here we are live checking out our commute around the capital beltway and lanes are open traveling from st. barnabas road headed for the wilson bridge. no problems reported right now traveling from 414 off thenar loop into virginia. the outer loop of the beltway at speed. no issues reported snowbound on 5 and 301 as you travel from brandywine up to the cameras. traveling south on 270, lanes are open out of hyattstown. now starting to seat delay form south of 109 headed out to the truck scales. no issues reported as you continue out of germantown. there is an incident, car struck a deer. the center of the roadway remains closed at this time. no problems reported to the west on 66 at the dulles toll road leaving 28 to the beltway. that's a check of your fox 5 on-time traffic. e traffic.

>> thank you. our big story this morning, a bipartisan immigration reform deal giving hope to millions of immigrants in the u.s. >> president obama heads to nevada today to present his plan to reform. expected to be very similar to yesterday's deal. fox 5's melanie alnwick is live on capitol hill with the details. >> good morning. >> reporter: it was a welcome event on capitol hill. imagine that, republicans and decembers working together to craft a big proposal. when it comes to immigration reform, there could be a sticking point or two that could scuttle the deal. now, eight senators, four republicans and four democrats released the framework monday which they call a tough but fair route to citizenship for more than 11 million people living here illegally. it allows more temporary workers to stay, increases border security and cracks down on employers who hire illegals. similar to the president's plan, people here illegally would have to pass background checks, pay fines and taxes and

then apply behind those who are already in line for a green card. in the 2012 election, 71% of the latino vote went to president obama. florida republican senator marco rubio helped shape the proposal. >> we are dealing with 11 million human beings who are here undocumented. the vast and enormous majority of whom have come here in pursuit of what all of us would recognize as the american dream. >> reporter: so the biggest sticking point will be how do they craft the path to citizenship and what sort ever hurdles will those people have to jump over. as far as president obama goes today in las vegas, part of that trip will be to rally public support for immigration reform. this is one of the things the new administration said is get the people behind more of the proposals here on capitol hill. as for the pre's plan itself think the white house says right now, president will hold onto that as a backup in case

the effort here on capitol hill fail. >> all right. thank you. new this morning, a possible sign that secretary of state hillary clinton could be making another run for the white house. a super pac reporting the secretary of state for president in 2016 is now respect sistered with the federal election commission. it is called ready for hilary. clinton steps down from her job as secretary of state on friday. -- now registered with the federal election commission. delegate hattie harrison was 84 years old and she has died. she was the longest serving delegate in the maryland house. she represented baltimore. she became the first african- american woman to chair a legislative committee in annapolis overseeing the house rules an executive nominations panel for 33 years. coming up next, federal workers got a shortened work day at the start of the week

severe flooding has forced thousands of people in northeast australia to be evacuated in a number of cities

and towns. four people have been killed including a 3-year-old boy who was hit by a falling tree in brisbane. emergency responder have carried out about 1,000 helicopter evacuations. the flooding was caused by the remnants of a tropical cyclone. billions of dollars in emergency relief aid will soon be on its way to the victims of the have storm. the senate approved a $50.5 billion package yesterday. most of the money will be used for rebuilding efforts from the residential up to the state level. superstorm sandy is blamed for billions of dollars in damage and more than 130 deaths. the office of personnel management's new language to alert federal workers during poor weather conditions didn't exactly go off without a hitch yesterday. first alert went out late sunday night before the nasty weather rolled in. by 6:00 monday morning, opm alerted employees to stay off the roads until 10:00 a.m. but also said federal offices

temperatures today. we are talking temperatures from d.c., mainly to the south and to the low to mid-50s and from d.c. north especially to the northeast, temperatures will be in the upper 40s pretty much everywhere but then we'll keep appear eye on this. a very strong cold front that will move its way across our area as we head flu into tomorrow. it will bring a chance of some thunderstorms with it. -- as we head through into tomorrow. there is a slight risk through outthe area to areas of our west and south and we have to keep our eyes to the skies on that. 53degrees in the meantime for today though. morning fog. partly sunny by this afternoon and mild. thunderstorm tomorrow but take a look at our temperature. we are headed to the mid-60s tomorrow. it will be absolutely incredible temperature-wise but once again, a chance of some severe storms. let's check in with julie wright. >> we've got accident activity reported northbound along route 1 at 123 in woodbridge. that is tying up at least two lanes.

slow traffic northbound on i-95 in the main line ads you travel north of dale city conning out to the prince william parkway. express lanes rolling at speed. lanes are open on the beltway between annandale and merrifield. 395 across the fijian easy drive coming across the potomac and along the top side of the beltway. no issues reported for those in bethesda. that's a check of your fox 5 on-time traffic. traffic. this is super bowl week but the pressure is on more than just the two teams playing in the big game. there is also major pressure on the minnesota company that cranks out super bowl merchandise for the winning team since the winter won't be known until sunday night, the company is making gear for both teams. >> the retails are wntd everything in their stores by
